With reference to the letter of Mr. H. J. Fischer
dated 28th August upon which you invited my remarks at our inter- view on the 50th ultimo.

I beg to observe that having obtained evidence
from witnesses and documents willingly produced on behalf of the
Government and the Contractor during the arbitration; and having
fully considered each item of claim and given my award;- 1 con-
sider no useful purpose would be served by discussing Mr. Fischers
criticisms: but in regard to his commenta in paras. marked X in
pencil on pages 2, 5, 30, 41, respecting Contract conditions
in Hongkong 12 years ago; and the method of preparing Bills of
Quantities, I would observe that I then resided in Rọngkong and
Was Roquainted with them.
At that time,- when the large reclamation work
was completed,- a now epoch in building commenced; and first in
importance mong the large buildings then started was that for
the New Law Courts, the design and magnitude of which were far
beyond the experience of local Contractors.
The advance in design demanded a corresponding
advance in the method of preparing documents to assist a Con-
tractor to intelligently estimate for the higher grade of
workmanship/
